All FSBIT employees are committed to serving member districts in ways that both save resources and protect school district staff and physical assets. 
This shared belief that “every dollar saved through loss prevention or efficient claims processing is a dollar returned to the schools” has helped to turn that commitment into professional practices completed by dedicated staff.

DAVID STEPHENS – EXECUTIVE DIRECTOR OF RISK MANAGEMENT 

David has been working with Florida School Boards Insurance Trust for the past 10 years as a Member District Risk Manager. On March 18, 2013 David was selected as the Executive Director of Risk Management for the Florida School Boards Insurance Trust. David has a Bachelor of Science degree from University of the Cumberlands in Williamsburg, Kentucky and a Masters in Educational Leadership from the University of South Florida in Tampa. David has 27 years of school system experience in Florida – 17 of those years in administration. He has served as an assistant principal, principal and at multiple district administrative positions. Prior to pursuing teaching as a career, David worked for IBM and Rockwell International

KEN KENWORTHY – ASSISTANT EXECUTIVE DIRECTOR

Ken Kenworthy joins the Trust after 35 years of service to one of its member districts, most recently in the role of Superintendent. His involvement with FSBIT dates back to 2008 and Ken brings a demonstrated knowledge of school and district leadership, which is valuable given the exclusive membership of the FSBIT organization; making him a perfect fit for Assistant Executive Director. Coming from agricultural roots, his undergraduate work was achieved at Purdue University. His Ed Leadership degree was later earned at Florida Atlantic University. He has a proven track record of enhancing financial growth and implementing strategic plans while focusing on what matters the most, the safety of those we serve.

BECARY MCMILLAN – DIRECTOR OF BUSINESS SERVICES

As a dedicated and detail-oriented accounting professional, Becary McMillan has served the Tallahassee area for 14 years. He is a Certified Public Accountant and a member of the National Association of Black Accountants, Florida Institute of CPAs and The American Institute of CPAs. Becary obtained a Bachelor of Science Degree in Accounting from Columbia College, a Bachelor of Science Degree in Business Administration from FAMU, and a Master of Business Administration Degree in General Management from Troy University. As the Director of Business Services, Becary supervises the effective operation and performance of the Business Services team consisting of Accounting, Bill Review, and Support Staff.

PAM SMITH – DIRECTOR OF OPERATIONS

Pam is serving in the role of Director of Operations after spending two years with FSBIT as a Risk Control Consultant.  Her passion is building strong teams that provide best practices, ongoing support, and servant leadership to member school districts and their stakeholders.  She is a retired educator with over 34 years of service in public education.  Her experience has been in Florida serving in the following positions:  Risk Manager, Director of Elementary Education, Principal, Assistant Principal, ESE District Program Facilitator, Severe Populations Lead Teacher, and Special Education teacher.  She has a certification in Educational Leadership with a Master’s Degree in Clinical Teaching from the University of West Florida. She also holds active teaching certifications in Special Education, School Principalship, and Elementary Education.  Pam maintains certification as a School Risk Manager through the National Alliance for Insurance Education & Research. On a personal level, she values a commitment to her faith and her family.  She loves opportunities to read good books and enjoys spending time outdoors. 

KEITH WEMM – DIRECTOR OF INFORMATION SERVICES

Keith has been working as an association and IT professional for 20 years and brings a diverse range of experience to his role as Director of Information Services. He holds 2 Bachelor of Arts degrees from Kent State University and a Masters of Arts from Kent State University and Florida State University. Keith holds several technology certifications in addition to his advanced degrees. He is responsible for overseeing all aspects of FSBIT’s tech operations. In his free time, Keith has volunteered his time to several youth and high school sports organizations in Leon County.
